Safety measures were supposed to be in place, but the crew screwed up and the missiles were armed and live. When it breaches the surface it locked onto TWA 800 as the bogey. The submarine subsequently docked in the Caribbean, its crew debriefed and told to never speak of the incident. Obviously the government and admiralty had no willingness to go on television and say Oops, sorry about that. So the FBI ran a coverup investigation, but swear high and low it didn't.
I'm not claiming I know the true unfolding of events. But both explanations can't be right. Put TWA 800 down on your chalkboard for future accounting. We're keeping score on Juan.
